Two questions.
Firstly, is it just coincidence that the dev diary mentioning Judea came out the second night of Hanukkah?
Secondly, how exactly does Judaism work? It can't just use the normal omen system, because it's monotheistic.
Why not? Ya just put the same string in all the deity name fields. Your god of harvest is also the god of victory is also the god of sea travel. People still made the same supplications, they just put the same forwarding address on all the prayers instead of using different ones for different subjects.

Really like the addition of the city modifier for Cedars of god. Makes it so that some provinces can be a very valuable target to conquer. Are there any other provinces in the game with this kind of modifier so far?

The map is something we continue to work on but there are no plans as of now to add any more countries in Germany. We would rather see the existing ones migrate and/or colonize south. :)
Now that said I cannot say for sure that nothing will change about the Germanic setup, most regions continue to be tweaked as we go over them again.
But shouldn’t the Germanic tribes that came to populate the region exist somewhere on the map? As it is, there are only a handful of Germanic tribes represented, and the absence of prominent tribes such as the Cherusci, Marcomanni, Batavi and Suebi is particularly lamentable. Is there any historical justification for Scandinavia being populated with tribes, whereas Germania isn’t?

Well duh, I know that. But there were other tribes living in Germania at the time. Leaving it empty without historical justification is immersion-breaking to me.

Additionally, the handful of Germanic tribes in Scandinavia on the map can’t possibly be enough to populate Germania.

A greek term meaning cuirassed (armoured) men. Polybius uses it in book 4 chapter 12 for the reinforcing heavy infantry that was swept up in the flight of the light infantry.

Machimoi Epilektoi: Heavy Infantry Offense +15%

Machimoi was a Greek term for some kind of body of native Egyptian warriors. It's placement in Greco-Levantine tree is bit mysterious.

One thing I did see in a video, not sure which one, but when the player hovered over the population growth of the province on the coast of Southern Egypt, I saw a modifier of like -.10% growth to population because of the local geography being a desert. So my guess is there will be many compounding factors preventing the player from building a metropolis in the Sahara Desert.

"Shouldn't represented that way because it's lazy" is different from "can't be represented that way".

Also there's a different between "not doing something because they're lazy" and "this level of detail for this item is out of scope for the project".

I would be surprised if monotheism gets special mechanics in the base game, considered it's fairly minor distribution/influence during the given time frame. I wouldn't be surprised if they get expanded on later, but it seems like time that would be more effectively spent elsewhere for the initial development scope.

I assume the area between Gallia and the Baltic is populated in the game, but without political entities. So Baltic Germans colonizing an adjacent village would form a ruling elite among the existing population, joining it to the tribal area.
