Why would that not work, if they were different tags? How can the game tell they're essentially the same nation?

hmm.. no.
there is no czech gov in exile in hoi3.. as they were annexed before the war.
I am confused...
This says that another faction can install a puppet, and due to this the government in exile stops to exist.
But from one of Johan's earlier answers it sounded as if you can't install a puppet as long as a government in exile exists (there can be only one nation).
Can someone please explain this to me?
Johan said earlier that GIE can purchase units, so I guess if you want to sell them some you can make them a really good price....
That's a shame, weren't there two Norways. This is a game there can only be one Poland in the game at any one given time.
If only one Poland then what about two France?
They've had separate tags since HOI1
However, if I am Poland and forced to exile to London and finally liberated by Soviet Union, what is my destiny? Already there is free Poland in exile; so I understand why SU cannot liberated or puppeted. However there should be some plans of full liberation. I should be questioned; is there "Special Decision" in Soviet Union which puppetting Poland in exile under some limitation such as surrender Nazi and control Warszawa?? For example,
Recognision or Polish government in exile or install commie in Polish government in exile? (via "puppet which = POL" or something similar. Same tag.)
Action A. Recognise -> Returning of Polish government in exile -> add friendship with postwar Poland plus increasing of leftist (radical and soft all) within Poland
Action B. Install commie in Polish government exile -> puppet of SU
Which is an answer but not a particularly logical one. You can't have a communist Poland puppet because we didn't create a tag for it?
and every country needs a fascist, communist, etc tag.
