I have one complaint. Why isn't possible to from an exile goverment in a neutral country. As a historical fact Estonia was annexed by SU in 1940 but many people didn't like it so exile goverment in Sweden was formed by Professor Jüri Uluots. It didn't sprung out major rebelions but it housed dissidents. So i would say a occupied country who isn't alligned with any faction has a choice to form a exile goverment in neutral on an allied country(having a penalty because major countries have to consider their choices before). But the effectivness of exile goverment depends on housing country's help and the taken homeland's controller's anti-covert power.

Eloquent as usual Johan :D

So if the Red Army occupies Poland and crushes the Axis, Poland continues to exist as the nationalist government in the UK?

At first sight it would appear very odd. Unless the use of puppets has been deliberately scaled back in HoI3. Which as I said could be a good thing from a gameplay perspective but it does lose a bit of flavour.

A really neat flavour thing would be to add a border around collaborationist government areas so that you still have a sea of red occupied nations but the red "states" of Poland etc can still be seen.

Going to be messy with Vichy though........

Why would that not work, if they were different tags? How can the game tell they're essentially the same nation?

I guess it is as it is as they are tagged to Poland both. Exile polish gov. has special abilities regarding Poland.

hmm.. no.

there is no czech gov in exile in hoi3.. as they were annexed before the war.

Ok that is not historical... There was a Czechoslovak government in exile. They even sent "partisans" to assassinate Reinhard Heidrich. Many Czechoslovaks served in the RAF and fought in the battle of Britain. On the other hand the Red Army fielded some independent Czechoslovak brigades.

I know this game is historic to a point but from day one it becomes semi-historic or ahistoric as the player is changing the course of events. The event should be there, but the players should should still be able to resists and refuse to surrender and form a government in exile.

Or is that the option basically? As a human controlled Czechoslovakia I can refuse to cave in, fight on, refuse to surrender and go into exile? Which I see working just fine... however even though Czechoslovakia was annexed, there was a government in exile.

I am confused...
This says that another faction can install a puppet, and due to this the government in exile stops to exist.

But from one of Johan's earlier answers it sounded as if you can't install a puppet as long as a government in exile exists (there can be only one nation).

Can someone please explain this to me?

I think GiEx idea is very good one~! However, there is Johan and King's thankful comment, I am confused slightly, too.

I understand there is no GiEx of Czechoslovakia or korea. (except they aligned with already with major factions and went on war.) However, if I am Poland and forced to exile to London and finally liberated by Soviet Union, what is my destiny? Already there is free Poland in exile; so I understand why SU cannot liberated or puppeted. However there should be some plans of full liberation. I should be questioned; is there "Special Decision" in Soviet Union which puppetting Poland in exile under some limitation such as surrender Nazi and control Warszawa?? For example,

Recognision or Polish government in exile or install commie in Polish government in exile? (via "puppet which = POL" or something similar. Same tag.)

Action A. Recognise -> Returning of Polish government in exile -> add friendship with postwar Poland plus increasing of leftist (radical and soft all) within Poland

Action B. Install commie in Polish government exile -> puppet of SU

Ok this seems neat. But I have a couple of questions.
Let’s say the Netherlands is overrun and they go with the GiE. Do they get the 5 IC for being a GiE plus what IC they have in outside colonies? Do they maintain their Navy, Merchant Marine, and Army units station in colonies?

They've had separate tags since HOI1

Which is an answer but not a particularly logical one. You can't have a communist Poland puppet because we didn't create a tag for it?

My guess is that whoever "liberates" Poland will get a decision similar to the one you present

If US/ GB liberates Poland, decisions might go around keeping the previous GiEx with different degrees of autonomy

If SU liberates Poland, decision will be either to keep GiEx or eliminating it and building a comunist regime

Agreed - it's awkward. It's a design consequence of the Government in exile concept.

In reality the Government-in-exile became irrelevant once a new state was established from the former occupiers.

One option would be to allow a puppet Poland to be created by a nation that is not a member of the original occupying faction. So USSR could create a puppet Poland (and remove the government in exile from the Allies) but Germany couldn't.

Does it need to be one of the three major factions where you can escape with your government?

What about assassinating entire exile governments?
Like bombing a nuke on the polish exile government which would be located in London? It still flees?

I'm not sure I follow this.

Is there any reason for any government NOT to go into exile?

You write, that "another faction" can choose to install a puppet. But not if the exile government exists. Or?

IRL In Norway, the government and the king escaped and formed a GiE - but Germany installed a puppet governement (run by Quisling). The same goes for France where Vichy in everything but name was a puppet.

It'd make more sense that a GiE exists for as long, as there is no apparant government in your own country. Let's take Poland. After having been run over by Germany, everything is as IRL. But then Germany decides to reestablist Poland with slightly altered borders. This would result in two polish governments - one puppet and one exiled. Years later the war ebbs out with Germany in control of Europe and UK/USA independent etc. But they still have a few poles sitting somewhere in Washington, dreaming of one time returning to their country - and Poland is up and running with a new (puppet) government. Eventually the Exile government would cease - as in IRL.

How does this work, if everything goes as IRL? SU runs over Poland and establishes a puppet. The polish GiE gave up eventually. How is this emulated in the game?
