I love the development idea in the game. I think that and forts are the best change since EU3 released.
But right now we are in a situation where development starts cheap, and increases in cost over time as development increases. This makes sense, it should be harder to make an already developed province more developed.
But historically, provinces and cities did increase in development over time by quite a bit. Surely it was easier to develop a province to a higher state in 1800 than in 1500. My idea is that as a nation gets more ideas, and higher tech levels it should be easier to develop provinces. Some kind of -10% development cost every 5-10 tech levels or something. Or maybe a -1% development cost per idea in each area.
Exact numbers I am not sure of. But this would really help bring out flavor, and help show the overall development of the world over time.
