Simple suggestion: Add a cooldown to development of a province, something like 5 years would be good.
It would be an improvment with respect to:
- How it was in reality. One could only develop land so fast, this would capture that.
- Strategy. Now you can't click a way 3 times on you gold province when you max Dip Mp but some planning is requiered.
- Somewhat limit the very high dev values seen for small countries.

Also: The cooldown is affected by terrain and climate. something like 2 or 4 times the development modifier (so mountains would be 10 or 15 years).

It might not make a very big difference but I see no drawback so I think it would be a good addition.
