So, if my understanding is correct, development is a feature in the newest dlc, but I don't own Common Sense. However, The provinces in-game still use the development system. I can't upgrade the development but I also can't seem to get rid of it. I've deleted all the mods I had, so that's not it. Anyone know?

That is how it works. If you want the old system, you'll need to use an old version of the game (older versions are under steam properties for the game, and then under beta). Otherwise you'll have to buy the DLC to use the development system.

"Development" isn't really a feature as such. It's just a number. It's the sum of the base tax and manpower (which were already in the game before 1.12), and the new base production. Patch 1.12 adds the new base production value to the game, while the Common Sense DLC enables the ability to manually increase these values with monarch points. The total Development value isn't used for much besides being one of the main factors affecting how many building slots a province has.

So, then, I assume the AI can't increase development? The ability to increase development seems pretty important considering that you changed a lot of base tax values, especially in uncolonized provinces. And, the fact that I'll never be able to get any more build slots, especially in provinces that only have one, also seems pretty dumb.

95% of your provinces will never increase in development even if you have the DLC. The new building system is designed specifically to force opportunity cost decision making, not punish those who haven't paid for Common Sense.

If I have points to spare, either I would increase the development of the provinces that are cheapest or I would do it to provinces that, say, only have one build slot.... That seems really useful as I'm usually severely limited by the building factor. I've been watching shenryyr's Savoy campaign on Youtube and I've seen him increase development a lot of times. He also seems to usually have a lot of points left over to use in this newest dlc plus the fact that tech and ideas decrease development cost eventually. I would increase development as much as I possibly could.

I've also noticed that a lot of smaller nations can field bigger armies because they increase development quite a lot. That also appeals to me.

I don't exactly know where this is going anymore, however. I would rather have the newer features minus development is maybe where it's going. Just seems like a huge teaser to me.

like you said, development is best for small, western countries wanting to stay small. If you want that specific playstyle, you need to buy the dlc. Just like if you want to play with tribal governments, you need a new world expansion. Or if you want more interesting republics you need Res Publica.

My guess is that you simply have not yet been interested by those other styles, but that development actually caught your eye and now you notice the business model, which has been the same all along. You're in no way punished for not having CS. The AI won't develop their provinces either without the dlc. You got a ton of new features in the patch, so you either enjoy those, pay for the dlc, or revert to an earlier version. But "everything should be free" isn't going to catch on anytime soon.
