A question on unemployment. How does a factory decide which pops to hire?

Lets say that we have 2 craftmen pops with 100.000 people each, and a factory capable of hiring only 100.000 people. Will each pop end up with 50% unemployment or does the factory employ a single pop leaving the other with 100% unemployment? The last option could cause a lot of trouble, since the militancy of the unemployed pop would probably skyrocket.

Depending on performance this could be made a little more complex. For instance it could be determined by culture, religion and issues. So that the factories attempt to hire people matching the local capitalists in culture, religion and issues. This seems somewhat realistic since in most societies foreigners seem to have a higher unemployment rate than the locals.
