There was an infrastructure map in Victoria 1, so I don't see why not. I just hope that railways will be more aesthetically pleasing this time, intead of straight lines between province centers. It would be dastardly cool if Paradox could have a "show railroads" option on the map (much like castles/shiels in CK), which would show railroad as small graphics snaking their way across provinces, perhaps following the same paths that armies use.
EDIT: Just to make things clear; I am not suggesting anything overly fancy, just some tracks going in something more resembling a railroad line and less resembling a straight black line between provinces, much like the on-map buildings of EUIII.
