I know. Still it will cause the minority slighted to be pushed pretty much to the edge of revolt, assuming that militancy normally lies around 3-4 like in Victoria I. Also upon looking at the screenshot a second time I noticed, that the +4 MIL seems to be from one of the extreme options. So it might be all good and well if you want to encourage the player to do gradual changes via the more moderate options. Anyways I trust that an issue like this is easy to spot and adjust in testing.Keep in mind that the militancy is added only to the percentage of the POP that has protectionism as an issue, which means that the actual net-gain will be much lower than 4.
EDIT: DOH! Now I understand... POP's have more than one issue in Vicky II. So if a given POP is 50% protectionist it will only get +2 MIL?
