Keep in mind that the militancy is added only to the percentage of the POP that has protectionism as an issue, which means that the actual net-gain will be much lower than 4.
I know. Still it will cause the minority slighted to be pushed pretty much to the edge of revolt, assuming that militancy normally lies around 3-4 like in Victoria I. Also upon looking at the screenshot a second time I noticed, that the +4 MIL seems to be from one of the extreme options. So it might be all good and well if you want to encourage the player to do gradual changes via the more moderate options. Anyways I trust that an issue like this is easy to spot and adjust in testing.

EDIT: DOH! Now I understand... POP's have more than one issue in Vicky II. So if a given POP is 50% protectionist it will only get +2 MIL?

No, it is +4 MIL multiplied by the percentage of people who have that as an issue. If you look at the screenshot you'll see that 13% of the state has protectionism as an issue. So assuming it hits an average POP you get aroudn about a 0.5 MIL increase.

so when you say ideologies are now into fighting blocks, you mean that we are not going to find a conservative party and a reactionary one competing for elections?

Each party aims to maximise its votes. The largest party inside the block becomes the government.

This sounds like a very impressive underhauling of the election system that makes it a lot more fluid. Namely the coalitions that can hold several like-minded parties under it, and the various election systems and how you can influence the results (reforms like removing FPP, etc). It all sounds very complex and I hope it survives to the retail version like this!

I didn't get, what you mean with "splitting of the coalitions". What exactly happens if the mil is over 7? And how do elections work after that?

It is like Victoria essentially. Largest party wins. So you could end up with the Socialists and Communists gaining 36% of the vote combined but the Fascists winning the election with 33% of the total. Although what are the odds of that happening?

Lets put it like this.

Votes per party:
Socialist party: 37%
Communist party: 2%
Conservative party 1: 31%
Conservative party2: 17%
Reactionary party: 3%
Fascist party: 2%
Liberal party: 5%
Anarcho-liberal party: 3%

If your militancy is below 7, your conservative and reactionary parties form a voting bloc, and wins, having gotten 51% of the vote. If your militancy is above 7, this voting blocs splits, and the socialist party, being the largest single party, wins the election.

So, it's no longer possible to just set the party of your choice as a ruling one (like it was in Vicky 1)?
From what I understand, totalitarian states that don't have elections and constitutional monarchies will still be able to do so.
