Personally i think it doesn't make sense that an opm with 1,1,1 province can just develope it's province to 3,3,3 in a day. There should be a cooldown which depends on your nation's size, manpower and developement.

Also i think manpower cap should rise on it's own depending on your nation's size and developement, and make it so that when your nation hit's the cap, manpower would rise slowly instead of just staying at the same number.
