I am playing 1.7.2 but not seeing what you all are, although I am seeing turn speed going slow and much faster autosaves.

I have the cloud turned off in Steam, so I am not playing MP (no cloud saves, no servers visible). I am wondering if the stuttering goes down when you block the cloud and MP connections. If it does it would mean the problem is with the steam / mp side of things, not the game itself.

Can't confirm this outcome. Steam is locked down as much as possible for obvious reasons on my end if I am playing MP. If singleplayer, I don't even use Steam to launch the game anymore. Just directly via the .exe in the Stellaris folder!
And unplugged NetworkCable!

Well sadly it looks like you are not wrong droids will be considered by this faction as slaves :( also after reseaching synteticals I wasn't able to modify the rights of syntetics what caused me to not be able to let syntetics become leader althrough I reseached the tech for that.

Not running any. The only thing that's running is Steam, System Monitor, and Stellaris Launcher.

I see that the Launcher seems to be getting limited to one logical core for some reason, even happens on my system and that only gets me to about 18% overall utilization. Not really sure what the launcher is doing to eat that much cpu time. (I went back and checked the resource monitor, it's got about 38 threads running for the launcher).

Once you get into the game though, Stellaris seems to get spread out over a few logical cores. It still doesn't use that much CPU time for me though.

I'm using a 5 year old Intel processor and Nvidia graphics card, and I'm only seeing about 45% CPU utilization, with spikes to ~70% when autosaving. For me, Stellaris runs smoother now than it did in 1.6.1, at least in the early campaign.

Launcher was only utilizing about 25%

The game stutters a lot with this patch. Both in the galaxy map mode and the planet system map mode.
My fps count stays solid at 60fps.

Same for me.

i7 5960X @ 4.5 GHz
32 GB DDR4 @ 3200 MHz
GTX 1080 Ti @ Stock

3440x1440 100Hz + gsync

FPS is usually stable at 100, sometimes dips into low 60's. Even with stable FPS, a lot of stuttering.

No mods. Tried disabling as many background processes as I could.

Edit: New game still causes issues. No network does not change anything. Micro-stutters everywhere

It should be doing practically nothing!

Well, sure, but that's hardly a CPU frying problem, like a lot of others are having. The game is running fine for me...best it's run in a few months, and I upped the galaxy size too.

I was just about to terraform a barren world and I noticed that terraforming the planet to a dry climate costs 5000 energy, while terraforming to a cold climate world would cost 20000 energy. I know for a fact that this should only cost 10000 energy credits and that I don't have any modifiers impacting terraforming cost. Is this a change caused by the beta or a bug since I turned off all of my mods and that move ruled out mod related problems.

Small update. I've had sessions where I have not had major problems and played fine, although CPU usage is still high, especially on my third core (90%+ while other cores are <60%). However, I have encountered several nasty issues this weekend.

1. Crashes to desktop while the game was paused or running (error report sent) where all my monitors went black and then came back.

2. Crash moments after starting the launcher (error report sent) resulting in monitors going black again and coming back.

3. Launcher crash where the program was still running, but no longer visible, had to force stop it in task manager.

4. Launcher was always slow even at release and it was always hard to select things (e.g., mods, DLC, clicking play button). Now it is worse than ever. Having more mods selected in the launcher makes it run slower. I reported this back in May during 1.6.1 since I was finally fed up with it. This doesn't occur in the EU4 or HoI4 launchers. Something is really wrong here guys, this thing should not be using 50%+ of my CPU.

5. Whether at the main menu or while in game playing, I have these odd sound glitches where everything on my computer stops -- it's like a total freeze -- and the sound loops (e.g., music, selecting a fleet, opening a menu) yet I can resolve the issue by moving my mouse into a different monitor, essentially outside the program, and the glitch ends as quickly as it started.

None of these issues were present (except the slow launcher) in previous versions of the game or the betas I tested. Although I have many mods enabled, they had never been causing problems like this either. My system is an i5-4670K, GTX 1060, running Stellaris on an SSD, triple monitor setup, with Windows 10 64-bit.

Other than that, 1.7 is looking good and I am quite pleased with the patched features and new content.

It is not too bad, I left it on overnight for 10+ hours and the CPU hasn't melted
Prethoryns are contained by my empire and there are no more annoying terraforms

I realize that this is a bit technical, sorry about that :)

So, I started the launcher and then loaded an ongoing game.

Both in the launcher, and at the game menu, and ingame, stellaris is maxxing out one of the cores at 100%. Yes, it also happens in the launcher, before I start up Stellaris.

The culprit in all cases is the same: pops_api.dll!locale_charset

I will keep it checked, because I think the cpu utilization was higher last evening. Total cpu usag right now is around 40%, but it's a rather early game save.
I don't have any recent saves to try where I reached an advanced date.
