What happens to the council if a mod increases the number of Civics slots?

Is that sort of thing accounted for, or will it break the game?

If the mod doesn't do anything to increase the number of council positions (which off the top of my head will require a bit of a UI and art work in addition to increase the council position limit), you'll have three civic council positions.

This is already taken into account in the unmodded game, say you're the Galactic Imperium with a Chosen One as your ruler, you potentially have the following civics (and their associated council positions):

  • Divine Sovereign (Divine Conduit)
  • Galactic Sovereign (Watcher of the Imperium)
  • Heroic Past (Grand Storyteller)
  • Crusader Spirit (Lord Commander)
  • Diplomatic Corps (High Ambassador)
You'll have the base three council positions (Ruler, Minister of Defence, Head of Research) and the three unlockable council positions can have any of your five available civic council positions assigned.
