So this has been identified as a problem:

“Currently the AI will not build starbase modules or starbase buildings, though it will allocate funds for Starbases. As such, it's common for the AI to have up to 10000 minerals devoted to starbases that it will never spend.”

Any speculation as to how things got released in that state?

Quality assurance or testing of very basic functionality of the AI seems to be a very low priority for Paradox, just based on my personal experience with 2.0. I never played previous versions. I'm disappointed.

Fixing all the AI bugs so that AI empires aren't terribly badly managed would be nice.

* Master Builders now only gives +50% megastructure build speed (down from +100%) but increases the size of any Habitats owned by that empire from 12 to 15 (retroactively applied on any habitats of size <15 built before taking the perk or later conquered by the empire with Master Builders)

This... isn't a good thing. Habitats are just not that good. The high influence cost makes them impractical for wide builds, while the science and unity increase makes them impractical for tall. When someone grabs the Master Builders perk, they arn't saying "hey, I'd like to build better habitats please.", they are saying "hey, can we speed up this ring-world construction?" Adding 3 extra slots to habitats that no-one uses isn't a buff, and decreasing the speed boost is just a strait nerf. This isn't a change I think anyone was asking for, and just makes it so that Master Builders may still be grabbed to get the mega-engineering tech option, if it still has that, and not for the bonuses.

I dunno, people call me one occasionally and that seems like the case to me :p

Anyway, I'm sure I could scroll back and read it but I'm super tired right now. What's the bug? Error log errors? Weapons don't fire? Minerals don't get spent? All 3?

AIs don’t build starbase modules or starbase buildings, while saving up thousands of minerals they don’t spend on anything else. Thereby gimping every single AI.

Please note that save game compatibility with earlier versions is not 100% guaranteed, and some fixes listed above may only work with a new game. If you are in an important game that you want to finish and the new version interferes with that in some way, you can roll back to a previous version like this:

Steam library -> Right click on Stellaris -> Properties -> Betas tab -> select the version you want to roll back to.
I'd very much like to do this but there is no "2.0.2" option

There seems to be a problem with the empire mineral produktion bonus with trade deals. The from effects part said -11x.xx Minerals wich were determined by +5 (standard minimum), -100 trade deal and +25% production by edict.
As I see it the +25% were used on the -100 and the +5 wich made the deal even more expensive. I wonder if this happens for all empire bonuses

I just want to confirm this bug. I disabled my AI mods and ran the game on observer mode for 40 years. The AI will only build one shipyard in their starter starport but then never buy a single module anywhere else ever.

Suffice it to say this is absolutely crippling for the AI.

I've noticed if you take over the Ai and build one module on a starbase, after it completes the AI then starts building other modules/buildings like before.

Do appreciate this. Though it's still a little disappointing that a broken, and worse very obviously broken, patch was released without this option. In fact even a fully functioning patch shouldn't be released without this option, given how Steam handles updates and how they can affect people playing with mods, or who just don't want the balance changes thrown into an in-progress game.

I really hope the team will learn from this. In general I'm pretty tolerant of the fact that bugs happen and fixing them takes time. But stuff like this is completely avoidable.
