Eh not quite, it is a reference to the crushing of the '45. Since the the majority of the government army was made up of Scottish troops it seems a particularly ironic line if you ask me.

To add Deutschland über alles wouldn't be accurate...

During the 19th century and Imperial age, the German national anthem was "Heil dir im Siegerkranz". This song was always sung, from the early days of the German Empire, to the time when German soldiers left for the front in World War One.

Before Germany was united... the specific Prussian national anthem was "Ich bin ein Preuße" and this song was even played during the Coronation of Wilhelm I as King, and later as Emperor.

Deutschland über alles wasn't even really sung a lot until World War One, mostly by soldiers, and then it was later made the national anthem by Friedrich Ebert in 1922 in the illegitimate Weimar Republic. The song was originally composed by a poet to the tune of the Kaiserhymn.

There is a march though, the "Preußenmarsch" which was played very commonly during the Empire. It included both of the songs... starting with Heil dir im Siegerkranz... then Ich bin ein Preuße... and then ending with Heil dir im Siegerkranz again... (Instrumentally of course)

Well, in the same line we may put the french anthem, who was the basis for the belgian "brabançonne" national anthem. For my countrymen had little time during the revolution and just took something they liked and which didn't sound too dutch :D

Likewise, a song like the communist "international" anthem would be good for the game... But if we all ask for our own music, then the game will need 4 cd's ! Since you can easily ad music to the game ( just put the mp3 in the right folder and enter the filename in a list ), it may be easier to make a webpage with links to musics like that so that everybody can dl what he/she wants.

Rhodesia only decided upon a national anthem when it became a separate state after declaring their independence from Britain. The government chose the "Joy" theme from the fourth movement of Beethoven's Ninth Symphony as the theme for the new country's anthem and then held a competition for the lyrics. The winner:
Rise, O voices of Rhodesia,
God may we thy bounty share,
Give us strength to face all danger and, Where challenge is, to dare.

Guide us, Lord, to wise decision,
Ever of thy grace aware,
Oh, let our hearts beat bravely always,
For this land within thy care.

This would all be well and good if it was the English national Anthem, but instead it is the British national anthem. This line would be roughly the equivalent of having a line in the Spanish national anthem about slaughtering rebellious Catalans, or declaring the triumph of slaughtered Confederates during the US civil war. I am sure you can see why Scots would be offended by this.

Great Britain was created by a diplomatic union between two independent states, not an English conquest of Scotland.

Now back on topic...

Deutschland uber alles was only particularly popular during the last few years of the Victoria period, so it will probably not be included in the game. It should not be that hard to find an MP3 of it if you want to add it. Given it's popularity, the music of "God Save the King" should be included, since every major European nation seems to have taken the music and added their own lyrics to it.

what is the MEANING of Deutschland über Alles

I hear a lot of folks just giving out the dates, who wrote it, etc. Even our German friends aren't really explaining what the PURPOSE of the song was.

Use your noggin and realize the CONTEXT in which it was written.

This was a time when Germany didn't exist. There was a strong nationalist movement (the good kind) to unify all the Germans under one nation.

Get it "Deutschland über Alles".

ie, "Germany over all".

Germany over Bavaria
Germany over Saxony
Germany over Baden
Germany over Hessen

And yes, even a few Austrians, French, Belgians and Danes sang it as well if they were German and gave thought to a one-day united Germany.

This song is the EPITOME of what Germany (mostly Prussia) will be trying to do in this game.

Regardless, the old words are unquestionably not PC after the 20th century. And to turn around and endorse a tune that is of course entirely PC after the 20th century, I must say die internationale is definately a good thought for certain eras of Vic.
