It was officially ignored during most of the Second Reich (1871 to 1918), which had no official anthem as such. The "Deutschlandlied's" real popularity began with World War I, when it was sung on the battlefield by young soldiers from every Gau of the Reich who were thrown together against a common foe. Ironically, the song did not become the official national anthem until declared so by President Ebert of the Weimar Republic in March 1922.

I think it will be like in EU2, that they just have music from that time in general, regardless which country you play. It also would be a bit boring if you just hear the anthem of the country you are playing and would be a bit of work adding all those music-files for every single nation. They should also consider pictures with soundeffects and music if some major event happens. Like if you win a war a picture of parading troops and cheering crowds, with some victory march ("Prussias Glory") and the sound of parading boots on asphalt. If some revolution starts, then barrikades and the song of the "Internationale" - red flags ect. If a new empire is founded - a picture of a crowning ceremony and bombastic music. If you lose a war or sign a humiliating peace, then pics of a defeated army and music like funeral-march from Beethovens Egmont. ect. ect. Same should be for Royal Weddings ect. ect.

I do not know whether there was a specific statute on point or whether sentiments considered Nazi were predicate acts for a "disturbing the peace" type of general violation.
This is not as unusual as it might appear. For example, in many American states the "N" word, while free speach, is a per se "fighting word" and automatically a breach of peace. American courts have so far failed to reconcile this aspect of hate crimes legislation.
Paradox should check with their attorneys.

"Deutschland über Alles" is NOT illegal. It just states that the first 2 verses are not to be sung at offcial occasions. That is also understandable from THEIR viewpoint, since in the song regions and rivers are named that no longer belong to Germany.
