I an trying to form Outremer. I guess "near east" is the same region as the empire of Arabia? If so I own all of it but a handfull of Holy Order castles as a catholik/outremer ruler. I can't form Outremer, because I don`t own all of the near east. Do I have to own the holy order castles and if yes, how do I do it? I can`t declare war on them and I can only vassalize one.

If someone has any advise I would appreciate it.

It's pretty much just the arabian peninsula. If you click on any province there's a small button above the top holding symbol that shows you the region it belongs to. Otherwise you can use the "find title or region" below the map.

You need to personally hold Jerusalem and every single holding in the region must be a part of your realm. You can definitely declare war on holy orders. Just click on the top left shield of the holdings they hold, find the top liege and use the "<county> holdings" casus belli.

Thanks for answering, there is the problem I can definitly not declare war on Holy Orders. There is no cb. The Orders are all independent but the one I vassalized.

My bad, turns out that you can't attack holy orders of your religion for barony holdings. (Stupid, if you ask me, since you can de jure claim counties from them. Apparently not true either, weird. Could have sworn that I have done it before but now when I test it I can't).
Your options are either to convert to another religion while you kick them out or to expel them through the intrigue menu for 1000 piety each.

In the 1066 start, the "Near East" region includes all of the de jure Kingdoms of Iraq, Al-Jazira, Syria, Jerusalem, Arabia, Yemen, and the Sinai part of Egypt. You can see it highlighted below. The good thing about region land requirements is that it is not affected by de jure drift, the land required for the achievement stays the same.

I'm pretty sure that I have done it in the past as well, but it isn't possible anymore. I'm not sure, but it might be a bug, because I don't remember any such change being listed in the change log for any of the patches.

Or maybe both of us are just remembering things wrong.

At some point, the de jure CBs were changed so that you can't use them against holy orders of your own religion. Nowadays, your only options for getting those last few baronies are: vassalise, expel or convert.

Converting to another religion to take holy order baronies requires special care - if you have vassalised any holy orders, they might hate you post-conversion, in which case they might unilaterally declare independence (without any war) and make the situation worse. I recommend liberal use of gifts (gold/artifacts), honorary titles, etc to keep their opinion high during the war.

Also, if you are independent then, the first time a holy order tries to build a new castle in your realm, you have the option to block all new holy order castles for the rest of your reign. If you care at all about holy orders having random baronies, you want to choose the option that blocks construction.

Yeah, I'm pretty sure you can only block them from building a castle in your desmense, not anywhere in your realm.
