Deteriorating Experience

Is there any representation of the deteriorating experience of the Axis near the end of the war? Germany ran through its manpower, and was forced to employ the young and elderly in fighting. The Japanese air force was completely drained of good pilots by 1944, and after the Marianas Turkey Shoot, they had virtually no experienced fighter pilots. Is there any way this is shown in HOI?

Hmmm... there ought to be a way to produce units that, say, cost less manpower to build, but automatically have their organization reduced by a certain factor to account for the less-than-ideal makeup of its ranks.
