It would be nice if these reforms would have this effect shown in tooltip. I got no idea which reforms affect this (except press rights but I know this from forum not from game)
Nothing actually directly affects detection chance, it's a set % per day. What you can affect is the speed. Less days = fewer chances to be detected. Your ruling party's war policy affects the speed, with Jingoist being the fastest (and this is mentioned both in the game and the manual). There are also some events that can fire while you are making a CB, you are more likely to get the good ones with a State or Censored Press, while a Free Press is more likely to embarrass you (we don't list every possible event in the game, no space and keeps things interesting, but they normally make sense if you think about them).

I think its fine as is. If it was too low, it'd be too exploitable.
Years is a bit of a stretch -- even uncivs should get a diplomatic point a year.
It takes one point to offer war subsidies, which improve relations just as much (more?) if your economy can take a bit of a hit.
It takes one point to ask for military access, which if accepted, boosts relations.
