  1. There were 60 ships transferred (50 older Destroyers and 10 Lake class Cutters) not 40.

  2. 9 destroyers went to Canada, not 6.

  3. (9 were ultimately transferred to the USSR.)

  4. Most importantly, the USA did NOT take ownership nor control of ANY of the islands or provinces PDX includes.
    Rather, they gained the rights to build bases (air, naval, radio, etc) on land in those territories.
    Representing this via complete transfer is nonsense.

  5. Newfoundland and Bermuda were not part of this deal.
    In a parallel deal, the USA agreed to build bases and facilities that BOTH countries could use, and to assume security responsibility.
Within the confines of the game, and without too much extra work this could best be modelled as follows:
  1. UK and Canada get correct number of ships.

  2. Air and Naval bases are upgraded appropriately (to reflect the new US bases.)

  3. UK grants the USA Military access.
    (Yes, that would give the US access to everything, prematurely.)
An alternative, much more complicated method would be as follows:

  1. The appropriate British West Indies territories become part of a Puppet nation, to which the USA receives military access.

  2. Similarly, Newfoundland and Bermuda form a US Puppet, to which Britain receives military access.

Kudos for taking the time to describe ways to make the game more historically accurate. Helpful to know about the "Destroyers for Bases" agreement between the US and the UK.

  • Air and Naval bases are upgraded appropriately (to reflect the new US bases.)
  • UK grants the USA Military access.
    (Yes, that would give the US access to everything, prematurely.)

A slight variance of these suggestions might be:

1. Allow the US player to build air bases, naval bases, radar, and infrastructure on the appropriate UK territories. This might be difficult to code. Certainly, the method described in the original post ("Air and Naval bases are upgraded appropriately") is probably more straightforward.

2. Adjust the code to allows US military access only on those provinces.

Most importantly, the USA did NOT take ownership nor control of ANY of the islands or provinces PDX includes.
Rather, they gained the rights to build bases (air, naval, radio, etc) on land in those territories.
Representing this via complete transfer is nonsense.

Might it not be nonsense, but instead a computing programming shorthand? An expeditious way to allow the US to build on those territories, to "capture the flavor" of the historical agreement.

Yes, the HoI4 depiction of this piece of history can be improved.

(Note that other arrangements were made by the US with other countries. Case in point: During WW2, Ecuador granted US rights to the Galapagos Islands.)
