Well, This Decision I made allow you to destroy forts, like trade posts.

I would ask myself, why not upgrade forts instead wanting to tear them down? Streets, Toll, small steward village?
If you are cruel arbitrary ruler, who wants to disminish power of their seaside vassals by allowing raider pests to steal monies from them.
Or If you just want to tear down your fort for non-apearent reason.

It's not a mod, but it's a file that is only useful in the construction of mods.
