Muslim and now Nomadic lands are too stable.
Muslim vassals love their liege too much, especially the caliph, and decadence is too random and ineffective to balance this issue.
The new Horse Lords nomads are also too stable. Again vassals love their liege too much and rarely revolt, and even when they do there is no chance of them winning because the liege controls way more land and therefore way more troops.
Both of these states start large and only swell when they should constantly be dividing. This is especially true with the Caliphate (Old Gods and Charlemagne DLC) which rarely suffered any setbacks when in reality the Sultans asserted their independents from the Caliph who they payed lip service to.
In keeping with the character-driven nature of the game, maybe nomadic vassals should have to choice to go independent if they dont like the new Khan or Khagan.
The byzantines are also too stable, largely because they are all orthodox greeks. There should be some way to reflect the cutthroat nature and regular coups that occurred in the byzantines. Maybe make Elected Monarchy states more vulnerable to some kind of coup system.
Either way soemthing should be done, Catholic empires are far less stable by comparison.
