Their are several types of despotic monarchy type goverments in the game: Despotic monarchy, absolut monarchy and enlightened despotism who more or less represent evolution of the same basic goverment type. Lets remove them all in favor of a goverment development system.
The new goverment type could just be called a despotic monarchy (if nobody have a better name) and is more or less todays equivalent to a dictatorship. Early on the justification of this goverment type is by military means however you can pass reforms that justify the rulership by religion and other legal institutions. The reforms will also give advantages and disadvantages in many areas allowing you to create a custom goverment:
At the start their is not that many despotic monarchies in europe atleast however their are quite alot around the world (should they use this mechanic as it is mainly created for european despotic monarchies)?
Anyway each despotic monarchy have about 20-30 categories of reforms available and in each category their is several conflicting picks available for example in a trade policy category you may have to pick between merchantilism or free trade. Don't expect to be able to reform all categories, maybe at most you can reform 15-25. Each reform will give you a nice bonus but also some sort of drawback, freedom of religion may greatly increase your tolerance of heretic and heathen but may remove a missionary. To allow most possible choices all reforms are available at start.
To reform you have to gain enough of reform points (a better name here please) the first reform cost 25 points, next 50 and is increase by 25 for each reform. Reform points is gained by stability and legitimacy (possible many more stuff).
Some administration technologies will greatly reduce the cost of reforming your goverment representing the development of ideas how a monarchy should be ruled. If you change into a despotic monarchy you will start with 10*times number of adminstration technologies above 3.
Also each reform you make will also increase your so called justification bar which represent the effects of advancing your justification of rule and each reform is somehow a justification of the despotic monarchy. At low justification you will expereince increase revolt risk and it will be harder to stabilize your country. At high justification your will both see less unrest and stability will be easier to increase.
You can remove a reform but that will need as many reform points as making a new reform and will reduce your justification bar with that reform and your legitimacy by 10 so plan well so you don't need to remove to many reforms later.
The development system could very well work with all goverments however it would reduce the uniqueness of the despotic gameplay.
