Despotic Empire looks to be one of the strongest government forms, due to the %cost bonus, add that with slavery traits and you got a soon-to-be economic powerhouse

Divine Mandate looks to be pretty clear-cut conquest fodder to me. Resettling pops on new worlds and building mausolea to prevent ethics divergence is something that'll pay off big-time when it comes to snowballing across the galaxy.

The mausoleum is limited to once per leader lifetime. So that´s going to make for a pretty slow snowball if you rely on the mausoleum. RP-wise I think the negative modifier to ethics divergence is brilliant, as all your popular shall cherish their divine leader, and the traits that come with it.
