- hull sizes (bigger and more advanced design - gives you equipment slots, speed, stealth...)

STEALTH?

I may have missed something- but I don't think anything resembling stealth was even close to development in WW2.

While nice, I don't think there should be too much room for customising your ships- I'd think that in a game such as HOI/HOI2 the choice to research or not to research particular systems (improved torpedoes, AA etc) for ships is about as far as you should go in customising your ships...

Or perhaps like it is done in Empire Earth: you get a "standard" ship, but you can research (At a cost ofcourse) up to 10 points in improvement (attack, speed, that sort of thing) - for all units of that particular type... where every attribute could only be upgraded twice (or thrice, whatever seems to fit) so that a standard BB has a speed of say 30 knots, and you can improve it with +2 and +2 speed for a total of 34 knots. but you CAN'T improve every single attribute, you have to chose what to improve, and what not to improve.
