The French missions, Italian chain, on Savoy, Milan and Naples is locked behind taking all of Burgundy. This involves taking Burgundy directly, which means the new Burgundy Inheritance mechanics, can lock French Italian progress through missions for a long while.
I think it would be better if Savoy is unlocked by the completion of conquering Provence. Maybe with an intermediary stage to add a non RNG time delay. Maybe the Shadow Empire has to have fired and gone either way (or the HRE does not exist), allowing France to start going after Italy.
