As the war turns bad, or a major battle ends in defeat a section of the army may just throw the towel in and walk home. Take into account morale, numbers of battle loses, Quality of command (I.E. a M. General in charge of nine divisions), and supplies.

You could even throw in an event so if X number of desertions occur the government can take action. Like the Soviet's and not one step back law, so a desent hit is taken but you get stronger armies, or you can keep losing your armies but keep your people happy.

This will be very hard to code. Since the idea of "war turns bad" can be very broad. And I'm not sure to what extent this was happening during WWII.

I'm talking about like loosing 9 out of 10 battles for a division. I assume everyone has the same experince of an invader pushing forward and you loosing province after province, like about every SU game I play.

People often Deserted in WW2, only the Italians Deserted in Huge Army Sized Numbers, save for the Germans when the War was over, but I agree with you that it would be hard to code.
