I would call this release an anti-mod, since it takes away content from the original game rather than adding anything. Every single event has been left out. I've used the replace tag for an empty events folder and edited on_actions.txt. As far as I can see, this dramatically reduces the amount of lag. It's possible to play the game like EU III, with the sole purpose of conquering the world.
The slight lag I've experienced with Rome has always made me a bit worried. My installation directory is smaller than 1 GB, and the Paradox guys haven't even used compression. A computer with 2 GB RAM shouldn't have any problem with this game.

By this release, I want to prove my own theory: Events are the single most important contributor to lag in Rome. If this is true, we can fill the entire map with nations and still keep the game fairly playable, as long as we leave the events out.
What are the events doing anyway? Many of them are invisible character events, adding traits to people that we've never cared about. More important, these character events work silently in all other nations on the map, giving the game a workload that it can barely handle.
If you think this is an interesting idea, I could think of a future version where the AI = no tag has been added to every event.
