Damn.. i've tried to add influence points to the colonial buildings in the projects_cost.txt to slow down more the colonizing, but it doesn't works!

At the moment UK and Portugal seem to be too good at snapping up all of Africa. Really want France to do something but she seems to be spending all her money on war at the crucial times.
Maybe add a few crucial French blocker claims in key colonies to allow France to gain more colonies.

They don't do much in Africa, but Micronesia and Polynesia are usually 100% Prussian/German by 1860. It may be worthwhile to add a prohibition on German colonization in Oceana until 1870ish.
