Basically it takes a totally different view of colonisation to the mainstream game by trying to limit it to historical areas and periods.
It tries to do this by inserting long term colonial bans as treaties in the grand campaign scenario.
Its not 100% successful but it works 80% of the time in my experience. It was dropped from development for 1.03 because of this and because there is some dissent over a deterministic approach.
However - if you want to try it and / or try the approach (I think different colonisation costs will also be needed) and feed back any results will be very interested

Did not persue these further as the four year rule and leadership points probably need to be reduced to allow Africa to be colonised. Also resulted in some strange results with France or UK owning most of Africa.
Second file (GC1) only bans Russia and US from Africa and Russia from Oceania for the whole game. Also bans US from Oceania until 1890
Both mods may result in a non-fatal "fatal error" complaining of a duplicate treaty in 1890's. Just hit ignore.
The mods do keep Russia away from NZ and from Africa for most of the game.
