I don't think this can be done in HoI2, I believe he's talking about deploying troops overseas from your capital (UK in India, US on Hawaii, Japan in China etc).

That, or he's talking about placing them in "seized" (i.e. controlled but not owned) enemy lands (Russia during Barbarossa).

I agree with the former not the latter

I agree with the former not the latter

I have shiped (transported) Militias overseas in HOI2, so I belive one can do this.

As for building&placing on the map - that one cannot do. I am in 2 minds about this on the one hand, as your example w. India demonstrates, there is an historical precedence for allowing this. On the other hand if it were allowed in occupied terratories a lot of people would 'raise' divisions right behind the Eastern Front - which is very gamey & too ahistorical even for me.

When I said deployed, I meant "placed from construction". I think we are in agreement. The idea being that you could place troops on owned overseas land (heck, India is core!) but not on occupied land (taken in war without peace treaty with or without land link) seems best to me.

This I would prefer. From that statement onwards, all I can do is hope for the best.

Dunno about deployment of militias overseas, but I do hope guarilla warfare/insurgency/resistance is modelled better in HoI3!
