This would be particularly relevant for ships which would have to be built in a particular port or naval dockyard rather than just deployed anywhere you feel like.
Then maybe a ship under construction could also take damage before it was complete if the dockyard was attacked by bombers/carrier port strike while it was being built, which could add a lot to the build time.
Victoria had a system along those lines, with the division recruited from a set province and national grouping. This was good, as your national populace divisions were more reliable then recently conquered territory. It also allowed national divisions to be more expensive than colonial divisions.
There were a few drawbacks in that you could deploy brand new cutting edge divsions to areas that might be cut-off or way out from the industrial heartlands.
The ship idea is an interesting one, if built in a province with docks, that could determine the speed of construction, thus port strikes would directly impact on the ability to produce new ships. It would also make building larger naval bases a benefit. The AI could be coded to only build in national harbours to prevent weird/suicidal build locations. Also it would favour historically naval nations over landlubbers, as there would be a benefit from having numerous port locations. Perhaps they could build at a discount?
