Really, my vassal Denmark, who is there to protect the strait, has no use for galleys?
Maybe they aren't buying because they cannot afford to maintain the galleys afterwards, even if they are getting the whole package for free? And that this is a hidden modifier?
Maybe the AI only buys ships that it would like to build itself, and Denmark is programmed to focus on light/heavy ships.
How many ships do they have, what's their naval force limit, and what proportion of their coastal provinces open onto the ocean instead of the Baltic Sea and the Sound?
This could be what's up, but that would mean Denmark is wrongly programmed. Their country is split in two with an inland sea between both sides with multiple islands in between. Galleys are key for them.

Indeed, Denmark is affected by the AI change that makes people with straits to defend build a ton more galleys. Outgalleying them as Sweden is now actually quite expensive, so it definitely does want galleys. I don't know what exactly that modifier is meant to represent, but it could just be trying to say "Denmark has about as many galleys as they want right now".Denmarks in my games build lots of galleys.
