I like taking X-phobe Commonwealth as template for my games, but very often bump into problems when conquering Sol. My last attempt (first in 2.2) got my economy nearly ruined and saved just by some alloy stocks.

When you conquer xenos as Xenophobes it's easy, just enslave them. Nice and clean approach. Slaves do not form factions. Do not know what to do with all these abducted scums? Let them graze and cull occasionally. But Sol... You can't enslave them since they are of the same enlightened race as we are. And they for whatever reason likes xenos. And think that all should be free.

My conquest of them I mentioned ended in complete switch of government and ideology just to survive, from X-phobic Dictatorship to damn Democratic hippies. In retrospect, should've created a vassal, but Ironman is bit unforgiving on slips.

In previous versions one could at least hand-pick annoying faction members to enslave, and now this chance is gone.

Use Fear Campaign a lot. Or Information Quarantine if you are authoritarian. Also Harmony tradition.

If you are Authoritarian you can use stratified economy on main specie, and you can dedicate Sol as rular world, so there will be mostly workers.

Send single xeno slave to sol, so former UE will see how fun is to xenophobe.
Go to war, to attract militarization.

Well, I had a unique position of Sol being dead end of a hyperlane, and only one system in-between, which I managed to grab first, and conquer them bit later by the time only Supremacy was finished :)

But I like idea of stratified economy and rural worlds, although prefer X-phobes to Aristo in most games.

I suppose you could bomb Earth flat. Hippies can't be a strong political force if most of them are dead.

And what's benefit of a world one needs to rebuild and repopulate from scratch?

Wouldn't have to be from scratch. Just bomb them down to 15 pops or so; you should be able to handle that many hippies. As for rebuilding, AI planet builds are lousy anyway.

Not an early game approach but late game you should be able to nerve staple them quickly enough to get rid of the unwanted factions before pops on your original planets switch. Once the unwanted factions are gone you can even unstaple them again.
I tend to use this approach for FE pops.

If you go psionic the spiritualist collosus works too.

The Harmony tradition has a pick that increases governing ethics drift. The Deep Space Black Site spaceport building also increases drift toward your main ethics. evilcat already mentioned the Fear Campaign edict. You can also suppress the egalitarian and xenophile factions or boost support of your xenophobe and/or militant factions. Two possible leader traits that increase xenophobe attraction are National Purity and Public Debate. Psychics and the Chosen One traits on your ruler also increase governing ethics attraction.

Alternately, spend a ton of influence on edicts to try and bring them over to your ethics over time. You could also try conquering some xenos to get that love xenophobe faction attractive from enslaving them.

One thing you can do is forced population transfers. Relocate some Commonwealth Humans to Earth and move some of the UNE populations to other worlds. It's best if every xenophile pop is surrounded by 20-30 xenophobe pops.

It will be expensive short term, but over a longer period, doing it half assed will cost you more.

It costs influence to suppress a faction, and it costs influence to support that faction's opposite. That influence is better put to use in claiming systems and expanding your Empire, and ever since the claim system was implemented influence is as rare.
