In two games, one AI Japan and one player Japan - there was no event or option to go from Liberal-Conservative to Paternal Autocrat (and thus to be able to declare war at will).
We ran from 1936 to 1940 with a very frustrated Japan player, unable to declare war until our Austrailia player took pity on him and declared war on him to dump him into the Axis. The reason for all the pity - despite his repeated attempts to join, the Axis kept denying him, and yet, in mid-1940 they admitted Manchuko - *Japan's Puppet* to the Axis without him.
Also in a Germany game solo, Japan never went facist and stayed out of war all the way until 1944.
What triggers Japan in the 1936 scenario to go Facist? I could find no event in the japan event file.
Also, on one play as Republican Spain, I got the (historical) election just before the civil war, in a second game, there were no elections. How are election events triggered? Where are they kept?
