I've been getting some strange bugs happening when playing a democratic empire. Specifically the mandates being unfulfilled at the end of a term, even though the perimeters for achieving them are achieved.

The original objectives, pre 2.2, like build 4 mining/ research platforms work fine
The new mandates that ask you to build districts works ok, you get six month of unity for these.

The ones that do not work, even if you do as they ask, are the mandates that ask you to generate X amount of surplus resources per month at the end of a term. For example, generate 10 surplus food a month, minerals etc... these dont give unity, and it says mandate unfulfilled even if you are way above what they ask for.
