Democracy, Fascism, or Communism?

I heard some of the differences before but I can't quite remember what bonuses do democratic, fascist, and communist countries get? From what I remember the communist and fascist countries get more room to set up their military before a war starts, where democracies can get bogged down in comparison.

Is there really any incentive to stay as a democracy?
