I am thinking of turning the democracy can start war option on for my next game. This would make most players nervous about pillaging the U.S for blueprints I guess.

Just wondering if anyone had any idea how low the relations have to sink before democracies declare war?

In MP? Most players won't agree to play with you with that option on. Also, invest more in counter-espionage if others are raping you spy-wise.

I believe that a country that is caught using espionage missions should get a belligerance penalty, not just a penalty to diplomatic relations.
