There will be a demo, but I would not play HoI3 on any pc that has a graphicscard with less than 256mb.
Try the demo when its out though, you may be able to enjoy it, but I'm not sure it would start.
Yes, i also have a computer with a 128 MB graphics card, and Medieval 2: Total War worked very very well on my computer.I actually got into HOI2, and by proxy EU2, EU3, Victoria, and a few expansions, via HOI2's demo (which was awesome, and makes me wonder why people don't care about battle scenarios), so it definitely has some value.
I will probably buy HOI3 anyways, and run it on my desktop, but I don't want to have to just abandon the game for a year when I leave for college!
Anyways, I have a high tolerance for low framerate, and HOI isn't exactly a "reflex-demanding" sort of game. As long as I can click on what I'm trying to click on, I'll endure.
Games I've run on this computer with 128 MB min reqs:
quite well: Medieval 2, World in Conflict
adequately: Universe at War, Team Fortress 2
barely: Demigod, Supreme Commander
I'm pretty optimistic about HOI3.
