Just finished forming the HRE by using the authority cheat. Very fun.

I have a few questions/comments about the process, though.
Can reforms be undone? For example, if I make the HRE title hereditary, can I lose that inheritance by having a weak claimant on the throne and/or having a Regency Council? Doing so would make the HRE (rightfully) much harder to unite, and make sense. All those princes would love the chance to get their freedom back.
The vassalization reform bothers me a bit. About five countries refused to become my vassals and we went to war. I defeated and vassalized them all via the peace screen, but when I annexed all the other HRE nations those five remained vassals of mine (I gained cores on their HRE land, though). Would it be possible for the game to recognize why those nations became vassals, and therefore have them annexed with the others? It seems to make little sense that you can "save yourself" from being annexed simply by having the emperor slaughter and force-vassalize you.

I also don't understand why the wars that start with them are wars of MY aggression. I as emperor did force their hand, but they started the war by ignoring my authority and trying to keep their independence. This caused me to go to war with a few non-HRE nations that were allied to the refusers, as well as lose my allies when they refused to join me. Maybe their refusal could give me a CB (as if they were vassals breaking their vassalization) so I can choose to declare war if I want.
Finally, I agree that inheritances seem to be too common in HttT. I love PUs and inheritances, but not when the AI can inherit scary things as easily as me! Maybe inherited provinces should have strong nationalism. It makes sense that the new inherited kingdom be considered a core part of the heir's nation, but that doesn't mean the people feel the same way. This increased RR should make it harder to keep and hold inherited nations.
