It would be helpful if you see what the HRE reforms do when you're not the Emperor. I was playing as Bohemia and the tooltip that comes up when you mouse over the checkmark for the reform just says "you are not the emperor."
Later, Austria called for a vote on the first one, but the pop-up didn't say what it did. Only later did I find in my modifiers that the reform gave me -2% tech cost and something else.

In my game as Austria, on the second last reform (the one that makes all HRE states into vassals) all of the member states left HRE and declared war on me. I was in 30+ wars at the same time and infamy rose from 0 to 52 :rofl:
With no re-load option, I had no choise but to rage-quit.
Is this a bug or did I do something wrong?

No extremes, no. Does the imperial authority score matter tho? I reformed as soon as I got 30% maybe that effects it?I tested that option immediately at the start of the game, using the imperial authority cheat, and then most of them actually joined. I believe I only had 6 wars. Not sure what the dependent variables are here. Was there any score very extreme? Legitimacy? Infamy? Prestige?

That thing is caused by an imperial reform as the emperor. Even if you play the emperor, you only get to see what you reform does after you click it in a separate pop-up. So, also very inconvenient.
BTW, why can you not just click on the minimap and go there anymore? I click it to go to Newfoundland from managing a war in Germany, but nothing happens. I have to scroll all the way over there and that is just bloody annoying.
