Why is a PU with England worth 20 WS, while vassalisation more than 200? It's basically the same thing.

PUs should work as vassalizations not annexations. Because in practice that's what you get now. Correct me if I'm wrong but even the Kalmar union did not include territorial changes and Vasa didn't have to pop-up as rebel so to speak and take provinces to be independant.
Instead they should be like an advanced vassalization where you can exert more power over the vassal. And they should last until the uniting ruler's death right?
