Though with the ability to hire High Judges at whim, it doesn't seem to be too big of a roadblock to WC. Stability cost is pretty much non-factor (since BB brings it to gigantic levels anyway). Time will tell though.
EDIT:
You need to have a certain percentage of cores (modified by ADM score) and a certain amount of provinces (modified by Centralisation).

Ouch! So much for colonization :( Will force me to conquer Scotland and Ireland just to get my cores up so I can have more than 15 colonial cities at a time. Or just populate my empire with rebel whack a mole armies.

High Judges don't help much since it raises minimum revolt risk as well.

Translation for non-script-readers:
Once you've got more than between 20 and 120 city-sized provinces (the more centralized you are the lower the limit) and you exceed a certain ratio of non-core provinces (15% at ADM 1, 25% at ADM 2+3, 33% at ADM 4+5, and 50% at higher administration rankings) you get an extra 50% stability cost and a 3% minimum revolt risk in all your provinces.

Makes colonization a hassle. 1 colonist a year, in theory 50 colonies in 50 years, 50 non core provinces and 30 or so of them will be colonial cities as well. Add in Colonial Ventures and some coastal CoTs, and the numbers double. Conquer the Incas, that's 20 non core cities for 50 years. How many cores do most countries start with? England has less than 20 in most scenarios, Portugal maybe 10?

WAD, I suppose.

I love the idea of overextension. Some of the stuff they are adding seems to me like (ironically) unrealistic features added to appease the people who claim they want realism. This one is great from the standpoint of realism AND gameplay. A poor administrator should not be able to seamlessly rule a nation filled with a large number of poorly integrated provinces, especially while trying to maintain heavy central control. This change will stop centralized nations from being in all ways better than decentralized ones, which I think is accurate and good gameplay. It will also restore some of the luster taken away from republics by the new royal marriage system, as getting stuck with a 4 administration king for 30 years will sting more than ever.

I'll admit though that I'm basing my opinion on only my reading of the new trigger. I never saw it through a fairly decent bit of expansion as Castile. Their high-admin ruler refused to die, and they don't start very far toward centralization, so it just never came up.

Did anyone see my post about the quirk with the introduction of culverins, pedreros, and chambered demi cannons? Like how they're introduced at Land Tech 13 along with LK inf?

Yeah, known issue. Not seen anyone besides you mention it though :D

It will also restore some of the luster taken away from republics by the new royal marriage system, as getting stuck with a 4 administration king for 30 years will sting more than ever.

Well you can always back your heir in the palace coup event :D

As neat as the ability of the emperor to refuse entry to the Empire is, is it really necessary that I be asked if I want to allow my own province to join after already selecting the province decision?

Also, it was pretty funny to see the Papal States begging to join the Empire.

Funding rebels is too hard. You have to have patriots AND nationalists AND pretenders AND and unstable king just to fund one type of rebel? I know players used to exploit the old way, especially with BYZ, but I just played a demo game where Scotland got involved in a war with England and dragged me in, and England cut my fleet to shreds in one battle (note to self: get admirals), and then, when Scotland was overrun, England was able to take all of Scotland AND Calais even though their troops hadn't been on the Continent in 30 years. And I found out I couldn't use rebels to get it back; I'd have to fight a PITA war with England that would become impossible to win because the only way to beat England is to invade the Isles, but they have that obscenely huge fleet. So... can rebels be made a little bit easier to fund?

In the 1492 start, France has not been nerfed. Early on they were able to basically rampage all over an unified Spain while simultaneously at war with England.

However, they won't be able to blob into Spain as easily with the new CB system... I hope.

They just did that to me as Castile. :D Now they're demanding Andalucia, Galicia, Asturias, Cantabria, and Murcia. With the CB they're using, they'd get 31 prestige and 25 infamy. So while they can probably expand quickly into Spain, keeping it would be another matter.

By 1492, France was - mostly- unified. They shouldn't be nerfed. It's 1399 they should be nerfed in.
