This reasons modifier is applied way too often in my opinion.
When it makes sense: You want to take a province without occupying an adjacent fort.
When it doesn't make sense: You want to take a province that is not adjacent to any fort without occupying a non-adjacent fort that happens to be closest.
When it is silly: When the nearest fort is on the other side of the country.
When it makes me want to punch my monitor: When the nearest fort is non-adjacent and is occupied by someone else.
I think it should only apply to provinces that are actually adjacent to an unoccupied fort, or within 2 provinces of one at most, and should only apply when the relevant forts are actually controlled by the defending country.
