My question is when can this be done, besides to a OPM

I know it can be done if a country has 2 provinces and they are not connected, but can it also be done if they have more than 2 provinces and the capital is not connected to another one of there own provinces

Size of the country doesn't matter.

It can be done whenever a capital is isolated. It's isolated if it's landlocked and not connected to any other province of that nation. If it's coastal, it's only isolated if the nation has no other coastal provinces (and no land connection to the capital, of course).
