I think there should be an option for nations that control "disputed" territory to just give it away to the country that wants it - even if they don't actually make a formal demand.
This issue arose in my game. Playing the UK, Germany was crumbling, and my forces and the USSR were basically racing to dismember Germany and Italy before the other could. Anyhoo, Germany ended up surrendering before I could take all of the "main" part of Denmark, and the Soviets took that little island in the Baltic.
When Germany surrendered, Denmark returned to power, but only controlling that one northernmost province. I wanted to just give the rest of Denmark to them, but:
1. We weren't allied, so I couldn't.
2. Even if we *were* allied (which I cheated to do), I couldn't give them the Denmark provinces, because they're "national territory" (even though they're national territory *of* the recipient!)
3. The territory was rightly marked as being under "territorial dispute", but for whatever reason, the Danes never made a demand.
Anyhow, something to allow a "unilateral giveback" (and presumably with a nice bonus to relations) would be nice.
