I am the Duke of Ostlandet and I control the county Akershus. But I only control the county capital, and my liege the King of Norway is liege of all four holdings within the county. Because the holdings should rightfully be my vassals I have a relationship penalty with the king. With four holdings at -25 each, my character really doesn't like the King. But the King really likes me (I helped him take power).

In order to placate me, he has made me steward and seneschal. He knows I'm mad at him, but I don't think he knows WHY I'm mad at him. I don't think the AI pays attention to reasons, all they see is a large negative number and try to improve it instead of finding the root of the problem. All he has to do is transfer vassalage of at least 2 of those holdings to me and it will improve relations.

Of course, he just my be reluctant to give away any holding since he only has 1 county in his demesne.

There is no CB in the declare war screen, nor is there a "demand holding from liege" option on the intrigue screen. Other than seizing the throne, or hoping that the AI would transfer vassalage, how can I take these holding from the king?

IIRC there are plots to gain control of your de jure territories held by your leige.

I could be WAY wrong though, look at my post count :p

I know the AI has a function/event to demand a vassal or county or duchy from the liege. Have never seen such an event happen to the player. Should be instituted.
TL;DR You can't..

Interesting. I've wondered this as well. I formed the Kingdom of Frisia last night from Flanders and was poking around to find a way to demand the Duchy of Holland from the Emperor. It would be nice to have a plot or decision for the player to demand their rights from their liege. In a similar vein, I'd like to see a diplomacy option to switch de-jure provinces between lieges. I can transfer vassalage but I want a return. For instance, as Frisia I hold 4/5 counties in the Duchy of Koln and one county in Brunswick. I'd like to be able to go to the Duke of Brunswick and propose we switch vassals; I get the last piece of Koln, and he gets the piece of Brunswick I'm holding. I loaded up as Brunswick to make it so, but I'd like to see an in-game option for this.

Join a faction. Soon your liege will wet his pants and give you everything you want from him.
I've done this successfully with a county that fell within my dejure duchy in french-owned Castille.

That did the trick. I started the lower crown authority faction, and he slowly but surely gave me each of the holdings. Now I have full control over the county and are the best of friends with the king.

There is something that I noticed and it seems noone wrote about it here (but should ;) ). I've noticed that in my game within borders of ERE. I was a king of Taurica and had Duchy of Nikea. I've captured Kyzikos, but all rulers in holdings there were vassals of Emperor. There isn't any plot or ambition to force him to get those holdings what in my opinion is a bad thing in game. I've had random event that I demanded something which "should be mine", but Emperor flattered me with useless promises. I also couldn't declare war for those holdings in Kyzikos while holding county personally...

And here is the trick I found. I've noticed that due to accident with my vassal - Duke of Turnovo. Here how it works - I couldn't declare war for my de jure county claim in Kyzikos (while having it personally), so I gave it to the newly created, advanded in age childless vassal (so I was sure that when he would die, I will get them ;) ). And then... I've declare war against all baron level rulers (so barons, mayors and bishop) within Kyzikos with his de jure county claim. Conclusion is simply - You can't declare war for Your de jure county claim, but You can for someone else when he is Your vassal or even vassal of Your vassal as I had in Turnovo ;)
