I haven't played for a while, but I decided it was time to have another go at it. I've always had trouble with getting people to evacuate, and this time I'd like to actually get it working right.
From what I've noticed, not all the cims head for the shelter right away when the siren goes off. A small amount of them do, then more and more over time... but it takes a long time for everybody to actually start heading to shelter; far too long for them to be safe.
Right now its a small city, with just under 6k people (but growing fast), so its pretty easy to test things out. I spawned a tornado, and set the sirens off immediately. Now the tornado has touched down, and the shelters are only about 70% full. A lot of people are in shelter, but some are still on the way, and some don't seem to care. They are going to work, at home etc.
Yes, there is good radio tower coverage everywhere, and traffic isn't a problem.
Is there any way to "fix" this: to get people to start evacuating faster instead of ignoring the sirens? I'm starting to think the game is intentionally designed this way.
