DeGaulle Turns Traitor

Most games DeGaulle will end up Vichy. Should be fixed. Also, Vichy seems to automatically enter the war on the German side; this is *VERY* wrong, because it never quite did.

In game terms, Vichy was Fascist-Neutral. It entered the war only when attacked by the Allies in 1943, but fell apart immediately. Events should be changed to reflect this. Germany should *not* usually be able to resume command of Vichy, and send DeGaulle to conquer Egypt for Hitler.

This horse was beaten to death in http://www.europa-universalis.com/forum/showthread.php?s=&threadid=68812 and I eventually agreed with the current solution, although Vichy units do "leak" out of Vichy.

Good catch on DeGaul though.

The arguments for Axis Vichy are bad, because: The Moon is not made from Swiss Cheese, and Vichy was not at war with the Allies. (though they violated its Neutrality, but that´s another story) No reason to re-write History. Allies should declare war on Vichy for Torch; where´s the problem?

Syria should simply 'Go Free French', small fighting there not worth the bother.
