I am trying now for the Definitely the Sultan of Rum Achievement. I wanted to ask,Can a Vassal control one of the provinces? (Moscow,Rome?)

Achievement states owns, not core, so yes, i'd imagine so, but since taking Moskva requires you to isolate it first you'd have coring range on all provinces anyway, so it would then only be a matter of spending the ADM.
