Well, sure it is. If the AI has a country that is militarily inferior to the players country but happens to gain the upper hand in a war, would it not propose a white peace to the player when it felt that the time was right? Hopefully they would carry this option over from EUII, or am I misunderstanding the question?

How are states rights considered heinous cause?

The war started when the Paraguayan dictator tried to conquer Uruguay (despite not bordering it).

What about France during the Franco-Prussian war?
France planned to invade Germany, although they never got an opportunity to do so. Also, French goals were not merely defensive, but at the very least were to sever the south German states from their alliance with Prussia.

More on topic - if we are talking about AI coding, then we probably need a mechanism that directs the AI to seek a "status quo" peace in wars that they didn'y initiate/don't want.

The "points" tally system from EU2 already provides for that sort of thing if a player wishes to use it that way..many is the time I've been jumped by some AI run country that I didn't want to fight, run up a quick 5-10pt advantage and offered them a status quo peace.
