This could be explained by the staff not escaping to their life pods even when they realize the station is doomed. Also, the very space used for the emergency exits could be used for weapons and ammunition. Thirdly, the self-sacrificial nature of the staff manning the irradiated husk means they can still keep operating the station as they are melting in their space suits.

Please quit this RP crap. I can find a reason for anything from a RP perspective, but while this can explain the thought process behind something, it doesn't explain the gameplay reasoning at all.

On topic: I think this was thought as an additional buff. Since with "no retreat" enabled, losing a fight for your starbase, does not only mean that you lose that system, but also a whole fleet. But that is just a wild guess.

While I like your description of what 'no retreat' entails for a defensive platform. What is the difference between that situation and the situation where the platform is still destroyed and still costs the same amount to replace (nobody survived). But you haven't enabled the no retreat policy so for some reason it's trying to be extra-fast at sub-light speeds or extra evasive to absolutely no effect?
Stations with a modifier to disengagement is like robots trying to eat more food after changing the food policy - even though they can't eat/retreat.

Personally I'd split the policy into two effects - one for ships and one for stations. Then come up with new effects for stations under the other war doctrines. But for now since they only have 1 option in combat 'sit there and die', there should only be one modifier that applies to them 'no retreat'.

Two separate policies would solve it nicely, I agree. "Relentless" or something to that effect for space stations would be nice. There could even be an edict increasing the upkeep cost of the stations to overcharge them to add more firepower.
